Creates a measure.

Description
This command creates a measure.
Inputs
- type

The type of the measure. If not specified, an undefined measure is created. Valid values are: Angle Between, Circle Radius, Distance Between, Elemental Contour, Incremental Angle, Incremental Distance, Minimum Distance, Nodal Contour, Node Path, Position, Relative Angle, Relative Displacement, and Yaw Pitch Roll.
Errors
Returns the newly created measure ID.
