Gets a handle to a pltIAxis interface for the specified vertical axis.

Description
This method creates an interface and copies the pointer to it into this value. The caller is responsible for deleting it.
Inputs
- iAxis
- A reference to a pltIAxis pointer.
- idx
- The index of the vertical axis to which an interface is desired. Must be positive.
