Adds a new assembly.

Description
This command creates a new assembly.
Inputs
- assy_id
- The assembly ID.
- label
- The assembly label.
- parent_assy_loc
- The parent assembly locator string used by the newly created assembly.
Errors
Returns 0 if successful, otherwise an error code.
