Sets the auto load/unload FBD vector data state.

Description
This command sets the auto load/unload FBD vector data state.
Note: Setting the enable state
to false causes the currently loaded data to be unloaded.
Inputs

- True if the FBD vector data can be loaded, otherwise false.
Errors
Returns 0 if successful, otherwise an error code.
