Unexpected Results in Auto Tool Positioning

Condition

The results from automatic tool positioning look differently than I anticipated.

Tools were imported in an arbitrary position.

Enable Edit Positioning.
Switch between Open and Closed in the guide bar.
Set the positioning mode to Manual.
Select which tools you'd like to position and use the manipulator to position the tools.
