Undeploy Cloud Nodes Manually

Undeploy cloud nodes when they are no longer needed.

Before undeployment, drain the cloud node of any running jobs, otherwise jobs that are running when the node is undeployed will fail.
Cloud nodes that are deployed manually remain up and running until they are explicitly undeployed.
