ftlm_parse_lstc: Usage Message

USAGE:
    ftlm_parse_lstc [OPTIONS] TAG COMMAND

OPTIONS:
    -h                  -- Print help message.
    -v                  -- Increase output verbosity.

NOTE:
    On Windows, use / for the path delimiter and // before each space if there
    are spaces in the command path.

EXAMPLES:
    % ftlm_parse_lstc LSTC lstc_qrun
    % ftlm_parse_lstc LSTC lstc_qrun -s lstcsrv1
